A "Romper-Suit," or Romper (Playsuit) is a "one-piece garment worn by children and sometimes women. Somewhat similar to a coverall, it is loose fitting and usually has shorter legs that may be gathered at the end. Puffed pants are particularly associated with rompers. (Wikipedia Encyclopedia)  At one point in time, the romper was a garment for boys in France.  Little did the French know, the romper would gain tremendous popularity among women and children in America.
